- In July of 1971, the Alpena Power Company lowered the Thunder Bay River by nine feet. This was done by opening the Ninth Street Dam and closing the Four-Mile Dam. The purpose of this was to allow the Detroit and Mackinac Railway crew to inspect the car bridge north of the Ninth Street Dam.
Other businesses took advantage of the river draining. Scheuner Construction installed two water intake heads to draw water for the new fish hatchery program at Alpena Community College. Herbert Wilcox poured 44 yards of concrete to build a retaining wall next to the new Big Boy restaurant. A crew spent the day cleaning up the Besser Company intake pipe. Alpena Power Company took the time to inspect the Ninth Street Dam. The Michigan State Highway Department inspected the Chisholm Street Bridge. The US Soil Conservation Service checked the river for sedimentation and bank erosion. Members of the Sportsmen's Club made repairs on the bridge to the Wildlife Sanctuary Island. An Alpena Community College instructor and students took samples of river water.
Crowds of spectators lined the river bank. Kids seemed to have the most fun wading in the deep mud searching for fishing lures and catching fish by pole or by hand. - Date of Original
